The California Assessors' Association (CAA) was founded in 1902, with the goal of fostering collaboration among county assessors and advancing the professional standards and practices of property assessment in the state. Over the years, the CAA has played a critical role in shaping fair and equitable property taxation policies, ensuring that California’s property tax system remains transparent, efficient, and responsive to the needs of both property owners and public agencies.

The CAA was established to support assessors as they navigated the complex and evolving landscape of property appraisal, valuation techniques, and state tax laws. From its inception, the association has worked closely with state and local governments to ensure that property assessments are conducted in a manner consistent with the state’s legal requirements.

As part of its mission, the CAA provides ongoing education and training to assessors and their staff, promoting the use of cutting-edge technologies and methodologies to improve accuracy and fairness. Through conferences, workshops, and collaborative efforts, the association fosters a culture of professional development and knowledge-sharing.

Today, the California Assessors' Association continues to uphold its founding principles, advocating for the public interest while ensuring the fair and equitable assessment of property values across California’s 58 counties. The CAA remains a trusted resource for policymakers, property owners, and assessors alike, striving to maintain the integrity and fairness of California’s property tax system.

CAA Gavel Woods History

caa

This gavel of the California Assessors Association (CAA) was a gift from San Diego County Assessor Crowell Eddy. Having constructed it of wood gathered from 53 of the 58 counties, The presented it to the CAA at the annual conference of 1940. The idea of constructing a case built of wood from the 5 unrepresented counties was the inspiration of San Luis Obispo County Assessor Tom Bordonaro Jr. who gathered the wood from each of the 5 assessors.

The case was built by El Dorado County Assessor Karl Weiland and presented to the CAA by President Kristen Spears, Placer County Assessor, at the 2016 annual conference in Monterey. May these instruments long and well serve the Assessors, the Association and the citizens of California.
